June-July-"Autumn" 2008 CAT website outages
Between Monday 16 June 2008 and Monday 22 July 2008 the CAT's website has mostly been down, following a javascript malware infection. A temporary page limited to recent news was available during some of that period. A fuller site was restored on Monday 22 July 2008, but with only partial functionality (e.g. no search). There is a notice that:
Work is progressing on a new website for the Tribunal which should become available in the Autumn. Due to recent ongoing technical difficulties, the functionality and appearance of this website are currently impaired.
Alternatives during the CAT website problems
Many of the CAT's judgments can be found on BAILII. We have a regularly updated list of CAT judgments on BAILII.
For CAT documents not on BAILII (some judgments, transcripts, rules, etc.), we added in early July 2008 to the list of articles below an article for each case that was listed on the CAT's website before its failure in June 2008. Each article appears at the date of the last document found for that case. Non-case documents (and some stray case documents) are here. These articles have been constructed by a computer program using data from our automated backups; they may not be complete or accurate.
Most of the PDF files that were on the CAT's website in its better days can be downloaded from our backups. To prevent overuse of our computing resources, you will need to log in to Reckon Online (with a confirmed e-mail address) to download some of these files.
We have not yet decided whether to arrange for this backup system to be updated in the future, or whether we can now trust the CAT's official website. The vague and rather long timescale quoted for work on a new website points towards a negative answer, but we live in hope. Franck
About the Competition Appeal Tribunal
The Competition Appeal Tribunal hears appeals against the UK competition authorities' decisions and some claims for damages under the Competition Act 1998, Article 81 and Article 82; some appeals against electronic communications regulatory decisions under the Communications Act 2003; and applications for judicial review against merger and market investigations decisions of the OFT, Competition Commission and ministers under the Enterprise Act 2002.
Appeal from the Tribunal's judgments is to the Court of Appeal (in England and Wales), the Court of Appeal in Northern Ireland, or the Court of Session (in Scotland), with a further appeal in each case to the House of Lords.
When its website works (see above), the Tribunal publishes extensive information about cases before it, including judgments and transcripts of hearings. The main website address is http://www.catribunal.org.uk/.
