Green Paper on BBC Charter Renewal
DCMS Green Paper (118 pages, PDF) on the review of the BBC's Royal Charter. The document sets out a (relatively modest) change to the BBC's governance structure, with the creation of a "BBC Trust" separate from BBC management. Proposed new services would be "tested for market impact by Ofcom". The BBC Trust would then judge whether "public value exceeds market impact", with final approval for the new service left to the Government. Responses by 31 May 2005.
